The OSCE Special Monitoring Mission (SMM) and a number of UN organizations have difficulties with access to the occupied territories of Donetsk and Luhansk regions, OSCE Secretary General Lamberto Zannier said in an interview with Russian newspaper Kommersant.

"Unfortunately, we still cannot get to the whole territory, which is covered by our mandate. We can't regularly get to the border with the Russian Federation and we continue to face obstacles in creating new bases for our observers in eastern Ukraine in order to provide monitoring, which is needed more during the ceasefire," the edition says, citing Zannier.

According to the OSCE Secretary General, a number of humanitarian organizations have faced difficulties with access to the territory of Donetsk and Luhansk regions. In particular, the UN Office for the Coordination of Humanitarian Affairs and the United Nations High Commissioner for Refugees.

As reported, on October 12, OSCE Secretary General Lamberto Zannier will be on a working visit to Moscow.
